Western Australia's property market continues to evolve, with several major announcements in recent weeks aimed at improving housing affordability, increasing housing supply, and encouraging new development.
Whether you are a first home buyer, property investor, homeowner, developer, or seller, understanding these changes could help you make better property decisions in the months ahead.
Bigger Stamp Duty Savings for First Home Buyers
One of the most significant changes is the expansion of stamp duty concessions for first home buyers.
Eligible buyers now pay no stamp duty on homes valued up to $600,000 , while concessional rates apply to properties valued up to $800,000 . For vacant land, the exemption threshold has increased to $450,000 , with concessional rates available up to $550,000 . These changes can save buyers tens of thousands of dollars in upfront costs.
Higher First Home Owner Grant Property Cap
The property value cap for the $10,000 First Home Owner Grant has also increased to $800,000 in southern WA.
This change reflects the rising cost of construction and provides greater flexibility for buyers looking to build a new home.
Off-the-Plan Buyers Receive Ongoing Support
The WA Government has extended the off-the-plan transfer duty concession until 30 June 2028 and expanded eligibility to additional housing types.
This is expected to encourage apartment, townhouse, villa, and other new housing developments while providing savings for eligible purchasers.
Subdivision Opportunities Could Expand Dramatically
Perhaps the most talked-about announcement is the proposed overhaul of WA's Residential Design Codes (R-Codes).
The reforms could make more than 50,000 additional properties eligible for subdivision, particularly in established suburban areas. In many R20-zoned locations, properties of approximately 700m² may become eligible for subdivision where about 900m² was previously required.
For homeowners, this could unlock opportunities to:
Create additional lots
Retain and build behind
Sell surplus land
Increase overall property value
Faster Approvals and Less Red Tape
The proposed planning reforms also aim to simplify residential development approvals.
Single homes, renovations, patios, carports, and other straightforward residential projects may face fewer approval hurdles, helping projects commence more quickly and reducing administrative costs.
What Does This Mean for Buyers and Sellers?
For buyers, especially first home buyers, the expanded concessions can significantly reduce entry costs and improve affordability.
For existing homeowners, subdivision reforms may create opportunities to unlock land value that was previously unavailable.
For sellers, properties with future subdivision potential may attract increased buyer interest as the market absorbs these proposed planning changes.
Final Thoughts
The combination of increased stamp duty concessions, expanded first home buyer support, extended off-the-plan incentives, and major subdivision reforms represents one of the most significant shifts in the WA property market in recent years.
As these measures begin flowing through the market, buyers, sellers, and property owners should review their options carefully and seek professional advice before making major property decisions.
Thinking of buying, selling, refinancing, or subdividing? Now may be an excellent time to review your strategy and understand how these changes could benefit your situation.
